Nationals of many countries can own property in Türkiye directly, but being allowed to buy is not the same as being unrestricted. The buyer's nationality, the location and type of property, its registry status and the purpose of the investment all have to be examined before any money is paid.

What a foreign buyer may own

In a professional purchase the question is never only price and project. Legal security, real return, liquidity and the ability to exit the investment have to be analysed at the same time.

Eligible foreign individuals may buy residential property, commercial units and land in Türkiye.

For a foreign individual, the total area of property and independent, permanent rights in rem that may be held across Türkiye is in principle capped at 30 hectares per person. On top of that, holdings subject to this limit may not exceed 10% of the privately owned land area in the district where the property is located.

Further restrictions may apply depending on the buyer's nationality, or where the property falls inside a military or security zone. Legal and location due diligence therefore belongs before the deposit, not after it.

When ownership actually transfers

Legal ownership in Türkiye transfers on registration at the Land Registry and Cadastre Directorate (Tapu ve Kadastro Müdürlüğü).

A sales contract or a payment receipt is not by itself equivalent to a formal transfer of ownership. In off-plan purchases especially, the buyer's contractual rights must be distinguished from ownership registered on the Tapu.

Before the transaction, the registered owner, the type of deed, the property's particulars, any mortgage, attachment or other registry restriction all need to be checked.

Residence through buying property

Buying property and obtaining residence are two separate matters.

Under the current framework, to apply for a short-term residence permit based on ownership the property must meet the requirements, be residential, and be used as the applicant's home. For this route the value of the property at the date of purchase must also be at least the equivalent of USD 200,000.

So not every purchase leads to residence: the type of property, the purchase value and the applicant's own circumstances must be examined before the transaction. Meeting those conditions is still not a guarantee that a permit will be issued or renewed; the final decision rests with the Turkish immigration authorities.

Turkish citizenship through investment

The citizenship route is different from property-based residence.

Under the current framework, buying a qualifying property or set of properties worth at least USD 400,000 can form the basis of an application for citizenship by investment, provided the legal requirements are met and an undertaking not to sell for at least three years is registered.

On this route the price stated by the seller is not sufficient on its own. The property, the structure of the transaction, the payment documents and the value accepted in the official process all have to align with the criteria applied to a citizenship file.

Besides property there are other investment routes, including a bank deposit, government bonds and investment fund units from a minimum of USD 500,000, each with its own conditions and holding period.

The Turkish market in 2026

Türkiye cannot be treated as a single market. Istanbul, Antalya, Ankara, Izmir and the coastal regions behave differently in demand, supply, lettability and liquidity; even two projects in the same district can be entirely different in investment quality.

The foreign-buyer market in 2026 is also more selective than in the peak years. A project simply being attractive to foreigners is no longer an advantage in itself.

For an investor the more important question is this: is this property also attractive to a domestic Turkish buyer?

A project whose demand depends only on foreign buyers may face a narrower market on resale. A property that appeals to a Turkish buyer as well, on location, price, quality, access and lifestyle, usually has a wider exit market.

In a high-inflation economy, a rise in the nominal price of a property should not be confused with real profit. An international investor's return has to be calculated taking in the exchange rate, inflation, rental income, holding costs and the price actually achievable on sale.

So the professional question is not only "how much has this property gone up?" but "after time, currency, costs and resale, how much has the investor really made?"

The most expensive mistake

The most expensive mistake is not necessarily paying too much. Sometimes it is buying a property that is hard to sell.

A developer's brand or attractive payment terms are not enough on their own. The price relative to the district, future supply, the secondary market, the developer's delivery record and real demand all have to be examined.

In off-plan purchases, the terms on delay and termination, the payment schedule, whether the contract can be assigned before handover, and the cost of or restrictions on assignment all matter.

The purchase price is the entry point. Investment quality is determined by the exit.

What to verify before you pay

  • 01Legal ability to buy: the buyer's nationality and any restriction tied to the property's location.
  • 02Tapu status: registered owner, type of deed, mortgage, attachment and other restrictions.
  • 03Project and developer: land and permit status, the project's legal structure and delivery record.
  • 04Purpose of purchase: living, investment, residence and citizenship do not necessarily lead to the same type of property.
  • 05Residence or citizenship conditions: eligibility of both the property and the applicant must be settled before buying.
  • 06Real price: a list price or a seller's figure is not necessarily real market value.
  • 07Exit strategy: the resale market, the future buyer and the volume of competing supply should be examined before entry.

The Ashkan Realty view

In property investment the main question is not "which project should we buy?"

The right question is: "given this buyer's capital, objective, time horizon and exit strategy, which property is worth buying?"

At Ashkan Realty the investment strategy is established first, then the market and the district are analysed, and only then is the property chosen.

Strategy first, property second
